On February 6, the national health and family planning commission published “Setting and Planning of ‘Thirteen Five’ national medical center and national regional medical center” on its official website. According to “Planning”, the national medical center will make the setting according to specialized sector category including comprehensive, tumor, cardiovascular and so on. In addition, each province (autonomous region and municipality) will set the construction of a comprehensive regional medical center; in principle, in the six regions including north China, northeast China, east China, central south China, southwest China, northwest China, the national regional medical center of specialized sector category is respectively set.
According to related personnel in the medical hospital authority of national health and family planning commission, in the period of “Thirteen Five”, our country needs high-level hospital to play a leading role of the national medical center, realizing the domestic level and international level in synchronization; it should build national regional medical center, adjust the distribution of high-quality medical resources, solve the problem of patients on going to hospital in the region, and create conditions to realize hierarchical diagnosis.
According to “Planning”, national medical center sets the specialized sector including comprehensive, tumor, cardiovascular, infectious diseases, maternity and children, oral cavity, mental sector in the nationwide. At the same time, according to the demand for major disease prevention and control, it sets up national medical center of breathing, cerebrovascular, geriatric medicine. The specific quantity and category is determined according to the needs of work and the actual situation. For key provinces involved in the national major strategic planning, certain policy preference is provided for the setting of national regional medical center in the country.
“Planning” clarifies the main location of the national medical center in diagnosis and treatment of difficult and complicated illness, cultivation of high-level medical talents, high-level transmission of basic medical research and clinical research achievements, major public health problem solving, hospital management, etc. with the national top level, leading role, and internationally competitive ability; it should the national medical technology development direction, providing support for formulating national policy, in conjunction with the national regional medical center to drive the improvement of national medical treatment, prevention and health care service level. National regional medical center is mainly positioned in diagnosis and treatment of difficult and complicated illness, medical personnel training, clinical research, disease prevention and control, hospital management on behalf of the region’s top level; and also coordinate national medical center to drive regional medical treatment, prevention and healthcare service level, to achieve homogeneity of regional medical services.
“Planning” requires the national medical center and the national regional medical center to take hospital with a proper size as the main body, combined with the other hospitals in the region (including one TCM hospital) to share the function and task of regional center. Main hospital should have a certain number of national key specialty projects, covering the clinical specialized sectors corresponding to its responsibilities; it should meet the needs of the diagnosis and treatment of difficult and complicated illness, professional structure, reasonable distribution of diseases and patients source, and be in line with the setting standards of corresponding center.
